Role: Project Manager – Utilities (Contract)
Location: Lebanon, IN
Duration: 12-month contract to start, with strong likelihood of extension through at least mid-2028
Role Overview
This role supports a large-scale pharmaceutical capital program with a focus on utilities system ownership, contract development, and commissioning readiness. The position is intentionally less centered on traditional project controls (budget and schedule) and more focused on design handoff, system readiness, and long-term utilities ownership.
The Project Manager will collaborate closely with EPCM and construction partners, leading through influence rather than direct authority, and will transition into a utilities system ownership role over time.
Core Responsibilities
- Own commissioning readiness for multiple utilities systems from design handover through performance verification (PV) and operational go-live.
- Shape design deliverables and utilities contract packages, managing scope, interfaces, and contractual commitments.
- Build and manage system-level schedules, tracking component readiness and coordinating utilities availability and staged start-ups (e.g., solvents introduction, power-up).
- Partner with EPCM and construction management teams by setting priorities, identifying risks and blockers, and coordinating execution—without directing craft labor.
- Drive documentation, verification, and turnover artifacts consistent with pharmaceutical regulatory expectations.
- Support the development and execution of turnover strategies and long-term utilities system ownership.
Required Experience
- Proven experience leading commissioning activities across multiple concurrent systems.
- Strong background in contract development, design coordination, and contract management.
- Experience working with utilities systems; some electrical systems exposure is beneficial but not required.
- Experience in pharmaceutical or similarly regulated environments, with strong documentation rigor and attention to detail.
Preferred Experience
- Exposure to process pharmaceutical environments and building support utilities such as HVAC, steam, and water systems.
- Familiarity with mechanical and electrical spaces, with the ability to consolidate scopes when advantageous.
- Prior pharmaceutical project experience strongly preferred (greenfield or brownfield not required).
