Position : Data Architect
Location : Tallahassee, FL
Duration : 12 Months.
SCOPE OF WORK
The Vendor’s employee (hereinafter referred to as the “Consultant”) shall perform the following duties under the contract in completion of the project:
- Follow Department IT processes and coordinate with other Department IT staff to ensure compliance with Department standards.
- Works closely with other IT groups and customers to define customer needs and objectives.
- Analyze and assess the Department’s network infrastructure and operations.
- Recommend and implement policies and procedures for the day-to-day operations.
- Maintain SQL database tables to track electronic records, case files and outgoing document requests.
- Create queries and accurately interpret multiple data sets.
- Write shell scripts to automate repetitive tasks in order to streamline workflow; transform specialized data into formatted reports.
- Analyze business procedures and recommend specific types of data to improve processes.
- Develop conceptual and logical data models, data collection systems, data analytics and other strategies to optimize statistical efficiency.
- Identify and implement data migrations and case management system tuning; evaluate new or upgraded operating systems; assist in the development of a comprehensive long-range plan to meet departmental bureau system requirements.
- Analyze and develop queries in various technical systems to complete reconciliation of OECS case work.
- Identify and analyze trends or patterns in complex data sets.
- Serve as the data processing administrator for all OECS intake data from various entities and complainants.
- Provide OECS staff with data resources from election-related databases needed for case intake, investigation and management.
- Design and deliver ad-hoc reporting for the OECS.
- Create Technical Design Documentation, Process Flow Diagrams, Data Flow Diagrams.
- Cultivate end-user interaction, requirement gathering, and development as per functional specifications.
- This project does not require travel outside of Tallahassee, Florida.
REQUIRED QUALIFICATIONS
- Minimum of 10 years of experience with large and complex database management systems
- Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field (or equivalent work experience)
KEY RESPONSIBILITIES / TASKS
At a minimum, the Consultant(s) shall perform the following tasks:
- Design and manage enterprise-wide data architecture, balancing:
- Data access optimization
- Batch loading
- Resource utilization
- Design and construct:
- Data architectures
- Operational data stores
- Data marts
- Lead enterprise-wide data modeling and database design initiatives
- Define and enforce data architecture standards, policies, and procedures, including:
- Data organization and structure
- Attributes and naming conventions (nomenclature)
- Data content standards across technology projects
- Perform:
- Business analysis
- Data acquisition and access analysis/design
- Database Management Systems (DBMS) optimization
- Recovery strategy design and implementation
- Data load strategy design and implementation
- Work on multiple projects as a Project Leader or Subject Matter Expert (SME)
- Handle high-complexity projects/issues requiring deep knowledge across multiple technical areas and business domains
- Coach and mentor junior technical staff
