Job Description: Systems Architect — C. Advanced

 

This role requires a senior technical professional with strong experience in .NET, ASP.NET, Visual Studio, Oracle Web Forms and Reports, database maintenance, application modernization, and production support. The ideal candidate will have direct experience supporting complex legacy and modernized business applications, maintaining development/test/production environments, performing data migration activities, and coordinating with technical staff, business users, management, and third-party vendors.

The position is best suited for a hands-on Systems Architect or Senior Systems Programmer who can independently maintain and enhance existing systems while also supporting modernization, cloud migration, integration, and eventual legacy system decommissioning efforts.

Primary Duties and Responsibilities

The selected candidate will be responsible for maintaining, enhancing, and supporting multiple enterprise information systems, including applications used for laboratory information management, daily inspection and vehicle activity tracking, inspection and compliance management, and related legacy or future business systems.

Responsibilities will include supporting data processing, system maintenance, modernization, and data migration goals. The candidate will perform updates resulting from operating system changes, security requirements, infrastructure changes, business needs, or legislative/programmatic requirements. The role will involve maintaining and updating database structures, queries, data tables, functions, forms, reports, scripts, modules, procedures, packages, and other application/database components.

The candidate will assist with cloud migration and modernization strategy, including transition away from legacy Oracle platforms where applicable. Work may include data migration, data conversion, application updates, module enhancements, interface maintenance, and technical support across existing and future systems.

The candidate will support application development and maintenance using technologies such as .NET Framework, ASP.NET, C# .NET, AngularJS, Bootstrap, JavaScript, Oracle, Oracle Web Forms and Reports, and related middleware or integration tools.

The candidate will maintain and support links, interfaces, data exchanges, and integrations between division applications, enterprise systems, external services, and third-party applications. The candidate will also assist with installation and maintenance of .NET components, development tools, utilities, and related system-support components.

The candidate will maintain Development, Test, and Production environments, including database and application components, and will assist with or perform code promotion between environments. The role also includes troubleshooting production issues, supporting application stability, and helping decommission outdated or legacy systems when directed.

The candidate must provide technical consultation and coordination with internal staff, other divisions, business users, management, and third-party vendors. The candidate will also be responsible for documenting solutions, preparing weekly status updates, documenting code changes, maintaining change logs, and supporting user testing activities through formal test plans and coordinated validation steps. The RFQ specifically emphasizes support for AES systems including LIMS, DIVAS, and ICOMS, along with .NET, Oracle, database, environment, documentation, and testing responsibilities.

Required Knowledge, Skills, and Abilities

Candidates submitted for this role should demonstrate the following required experience and capabilities:

  • Minimum five years of experience with .NET and Visual Studio.
  • Minimum three years of experience programming in Microsoft ASP.NET and Microsoft .NET Framework 4.0 or higher.
  • Minimum five years of experience programming with Oracle Web Forms and Reports.
  • Minimum five years of experience working with AES LIMS application and database components.
  • Experience with AES DIVAS components and program areas.
  • Experience with AES ICOMS components and program areas.
  • Strong experience with object-oriented development techniques.
  • Experience maintaining and enhancing enterprise applications built with .NET Framework, ASP.NET, C# .NET, AngularJS, Bootstrap, JavaScript, Oracle, and related middleware.
  • Experience maintaining database structures, queries, data tables, functions, procedures, packages, scripts, reports, forms, and application modules.
  • Experience supporting data migration, data conversion, legacy modernization, and application transformation projects.
  • Experience supporting cloud migration strategies and modernization away from legacy Oracle platforms.
  • Experience maintaining Development, Test, and Production environments.
  • Experience promoting application code and database changes through controlled environments.
  • Experience supporting production applications, troubleshooting issues, and resolving defects.
  • Experience maintaining integrations, interfaces, data exchanges, and links between enterprise applications and external systems.
  • Experience preparing technical documentation, change logs, code comments, test plans, and weekly status reports.
  • Ability to work independently with minimal supervision.
  • Ability to work effectively in a multi-developer or multi-team environment.

  • Ability to communicate effectively with technical staff, user staff, business stakeholders, management, and external vendors.
  • Ability to follow agency standards, application development guidelines, administrative policies, security procedures, documentation expectations, and change-management practices.

Preferred Qualifications

  • Strong preference will be given to candidates with direct experience supporting FDACS AES systems, including LIMS, DIVAS, and ICOMS.
  • Prior experience supporting Florida public-sector applications, regulatory systems, inspection systems, laboratory systems, licensing systems, enforcement systems, or compliance-management platforms is highly desirable.
  • Experience with agricultural, environmental, laboratory, pesticide, fertilizer, inspection, licensing, compliance, or regulatory program systems would be especially valuable.
  • Experience working in a structured government IT environment is preferred.
  • Experience supporting legacy Oracle applications while participating in modernization or cloud migration initiatives is preferred.
  • Experience coordinating with agency users for requirements clarification, user acceptance testing, issue verification, and production support is preferred.
  • Experience creating formal test plans, documenting test scenarios, preparing change requests, and maintaining code-level documentation is preferred.
  • Experience with secure data handling, confidentiality requirements, ethics/security training, and public-sector application support procedures is preferred.

Education and Certifications

A bachelor’s degree in Computer Science, Information Technology, Information Systems, Software Engineering, Computer Engineering, or a closely related field is preferred.

Equivalent professional experience may be considered when the candidate demonstrates strong direct alignment with the technical and application-specific requirements.

Relevant certifications are preferred but not required. Valuable certifications may include Microsoft, Oracle, cloud, database, software development, cybersecurity, Agile/Scrum, DevOps, or project-management credentials.

Work Location and Work Type

This is expected to be a full-time, on-site Systems Architect / Systems Programming role based in Tallahassee, Florida. Candidates should be available to work onsite as required by the client and should not assume remote work unless specifically approved.

The selected candidate must be able to comply with applicable public-sector security, confidentiality, and administrative requirements. These may include a Level 2 background check, confidentiality and data-use agreements, disclosure forms, ethics training, security awareness training, and compliance with agency policies and procedures.

The candidate must be able to follow application development standards, maintain proper code comments, document changes clearly, prepare weekly reports, support user testing, and provide accurate work logs or activity summaries as required.
