Position Summary:-
- Information Technology Services (ITS) is seeking an Expert Business Analyst to support the Higher Education Services Corporation (HESC) by supplementing State staff on Governor, Legislative, and Agency priority initiatives.
- The selected consultant will perform expert-level business analysis activities including functional analysis, business requirements elicitation, system evaluation, testing, and documentation for enterprise applications.
- The consultant will work closely with business stakeholders and technical teams to analyze existing and proposed systems, develop business and system artifacts, execute testing activities, and support project delivery throughout the Software Development Life Cycle (SDLC).
- The role also includes mentoring team members on business analysis methodologies and best practices while ensuring high-quality project documentation and successful implementation.
Responsibilities:-
- Perform functional analysis of existing and proposed enterprise systems.
- Lead business requirements elicitation sessions and document business needs.
- Develop and maintain Business Requirements Documents (BRDs), Business Use Cases, System Use Cases, Test Plans, and Test Cases.
- Evaluate existing HESC applications and documentation to identify business and system improvements.
- Perform system testing, execute test plans, validate fixes, and document test results.
- Create test data, log defects, and coordinate defect resolution with development teams.
- Produce business process documentation and system analysis artifacts.
- Mentor State staff on business analysis methodologies and creation of project deliverables.
- Collaborate with project teams and stakeholders to ensure successful delivery of Governor, Legislative, and Agency priority projects.
- Maintain project documentation and participate in knowledge transfer activities at the conclusion of the engagement.
Required Skills:
- 84 months of experience performing functional analysis for new or existing systems using Business Analysis methodologies and producing Business/System Use Cases, Business Requirements Documents, Test Plans, and Test Cases.
- 84 months of experience serving as a Functional Lead, including leading requirements gathering sessions, monitoring project timelines, prioritizing user requirements, and presenting project status, risks, and analyses to stakeholders.
- 60 months of experience working as a Functional Analyst on public sector projects.
- 84 months of experience performing software testing activities including creating test data, writing SQL queries, executing test plans, reviewing results, logging defects, and obtaining stakeholder approval.
- 72 months of experience using IBM Mainframe, including TSO and FileMaster, to review and validate test results.
