Job Title: Program Manager

Location: 450 Capitol Avenue, Hartford, CT 06106 (Hybrid – 1–2 days onsite per week)

Contract: 12 Months contract

Schedule: Monday–Friday, 8:00 AM – 5:00 PM EST

 

Role Overview

The incumbent will serve as a strategic advisor, project integrator, and operational leader, responsible for advancing regulatory and legislative priorities and ensuring effective execution across programs such as the All-Payer Claims Database (APCD), Health Information Exchange (HIE), AI Governance, and Interoperability initiatives.

Key Responsibilities

•            Coordinate and oversee multiple concurrent Health IT projects and initiatives.

•            Track project deliverables, ensure deadlines are met, and support effective team collaboration.

•            Support redevelopment of the statewide Health IT Strategic Plan through stakeholder engagement.

•            Facilitate implementation of standardized Race, Ethnicity, and Language (REL) data collection among healthcare providers.

•            Support initiatives related to Connecticut’s designated Health Information Exchange (Connie).

•            Develop scopes of work, project plans, schedules, and Gantt charts to manage deliverables.

•            Ensure alignment of all projects with OHS’s mission and statewide health priorities.

•            Engage and manage relationships with healthcare providers, policymakers, legislators, insurers, and consumers.

•            Prepare reports, analysis summaries, and PowerPoint presentations for councils and stakeholders.

•            Identify opportunities for process improvements, technology enhancements, and policy alignment.

 

Required Skills & Competencies

Business Analysis

•            Strong skills in requirements gathering, documentation, and process modeling.

•            Analytical thinking, attention to detail, and problem-solving abilities.

 

Healthcare Domain Knowledge

•            Deep understanding of Electronic Health Record (EHR) systems and Health IT ecosystems.

•            Familiarity with HIPAA, HITECH, CMS regulations, and healthcare transparency laws.

•            Knowledge of interoperability standards such as HL7 and FHIR.

 

Technical Proficiency

•            Proficient with Excel, SQL, Tableau, and project management tools.

•            Understanding of healthcare data privacy, security, and consent management.

 

Project Management & Coordination

•            Ability to manage multiple programs, assess overlaps, and ensure alignment.

•            Skilled in developing and managing timelines, deliverables, and milestones.

•            Experience preparing scopes of work and tracking project performance.

 

Stakeholder Engagement

•            Effective communicator capable of engaging a diverse range of stakeholders.

•            Skilled in data gathering, synthesizing input, and delivering recommendations.

•            Proficient in preparing executive-level reports and public-facing presentations.

 

Preferred Education

•             Bachelor’s degree in business administration, Healthcare Management, Health Informaticsor Public Health.

•            Master’s degree or MBA with a healthcare focus preferred.

•            Equivalent professional experience may substitute for formal education.
