Project Overview

The Virginia Department of Health is modernizing the Virginia Vital Events and Screening Tracking System (VVESTS), a mission-critical application that manages highly sensitive PII and PHI data. This is a long-term contract opportunity supporting a mission-critical modernization initiative.

 

VVESTS currently supports:

  • Virginia Birth Registry 
  • Electronic Death Registration System (EDRS) 
  • Screening Registry 

The system integrates with several Virginia state agencies, including:

  • DMV 
  • DSS 
  • Library of Virginia (LVA) 
  • Division of Consolidated Laboratory Services (DCLS) 

It also exchanges data with federal agencies such as:

  • SSA 
  • CDC 
  • NCHS 
  • NAPHSIS 

Additionally, VVESTS interfaces with the Virginia Immunization Information System (VIIS).

As part of this modernization effort, the existing Oracle PL/SQL Web Toolkit application will be migrated to Oracle Application Express (Oracle APEX) to improve security, scalability, and compliance with HIPAA regulations.

Responsibilities

  • Migrate existing Oracle PL/SQL Web Toolkit applications to Oracle APEX. 
  • Develop secure, scalable, and high-performance Oracle APEX applications. 
  • Design, write, and optimize complex SQL and PL/SQL code. 
  • Develop and maintain RESTful and SOAP web services. 
  • Build responsive user interfaces using JavaScript, jQuery, HTML, and CSS. 
  • Collaborate with business analysts, database administrators, and technical teams throughout the modernization effort. 
  • Ensure applications comply with security best practices and HIPAA requirements. 

Required Skills

  • Strong experience with Oracle APEX 
  • Expert-level Oracle SQL and PL/SQL 
  • Experience with Oracle Database 11g, 18c, or 19c 
  • Experience migrating or maintaining Oracle PL/SQL Web Toolkit applications 
  • Strong JavaScript and/or jQuery development experience 
  • Experience with RESTful and SOAP Web Services 
  • Experience building secure enterprise applications 
  • Excellent problem-solving and communication skills
