Position Summary

The Program Manager will serve as the primary point of contact for the State regarding day-to-day IT project operations and delivery. This role oversees and directs all assigned project resources, ensuring adherence to governance, communication, planning, scheduling, budgeting, and quality control standards. The individual will lead teams through all project phases—from initiation to implementation—ensuring that outcomes align with defined goals and contractual obligations.

Key Responsibilities

  • Manage and oversee daily project activities across multiple workstreams.
  • Identify and mitigate project issues and risks through proactive planning and communication.
  • Facilitate meetings and discussions among internal and external stakeholders.
  • Ensure projects are completed within defined scope, schedule, and budget constraints.
  • Define and manage project milestones, deliverables, testing phases, and acceptance criteria.
  • Enforce compliance with established SDLC and project management standards.
  • Implement process improvements to enhance efficiency and reduce costs.
  • Track progress, resolve issues, and maintain updated project documentation and reports.
  • Direct and coordinate project-related operations, including those involving subcontractors or partner vendors.
  • Develop project plans, dashboards, and analytical tools for performance tracking and decision-making.
  • Establish project controls and reporting practices consistent with organizational objectives.
  • Manage relationships and expectations with business stakeholders and vendor partners.
  • Prepare work plans, resource schedules, and progress reports.
  • Monitor project performance, adjusting resources and priorities as necessary.
  • Conduct risk and issue management, applying PMI methodologies and corrective actions.
  • Promote a culture of accountability, collaboration, and high performance.
  • Perform additional duties as assigned to support program success.

Education Requirements

  • Bachelor’s degree in Engineering, Computer Science, Information Systems, Business, or a related field.
  • Current Project Management Professional (PMP) certification from the Project Management Institute (PMI).

General Experience

  • Minimum of 10 years of experience in project management, including at least 2 years of healthcare project management experience.
  • Proven leadership skills to guide cross-functional teams and manage performance.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Excellent communication and presentation skills—verbal, written, and interpersonal.
  • Demonstrated ability to manage schedules, resources, and stakeholder expectations effectively.
  • Experience in conducting meetings, interviews, and presentations.
  • Adept in quality assurance and user acceptance testing oversight.
  • Results-oriented with strong time management and multitasking abilities.
  • Adaptable and proactive in dynamic project environments.

Specialized Experience

  • At least 8 years of experience managing complex IT development or implementation projects.
  • Leadership involvement in at least three successful large-scale initiatives that included organizational change management and engagement across multiple stakeholder groups.
  • Minimum of 5 years applying PMI’s Project Management Body of Knowledge (PMBoK) methodologies.
  • Proven ability to make executive-level decisions, lead negotiations, and ensure compliance with project governance.
  • Must be capable of negotiating and making binding decisions for the Master Contractor.    
  • Demonstrates excellent written and verbal communications skills.
