**Position Overview**
The Client is seeking an experienced Technical Business Analyst (SME level) to support enterprise software initiatives within the Office of Technology & Strategic Services.
This position requires a highly analytical professional with a minimum of seven (7) years of experience in requirements analysis, technical documentation, and stakeholder collaboration within software development environments. The selected candidate will serve as a key liaison between business stakeholders and technical teams to ensure successful delivery of enterprise solutions.

There is an incumbent currently supporting this role; however, all submitted candidates will be evaluated equally and considered on merit.

**Key Responsibilities**
Requirements Analysis & Documentation
Elicit, analyze, and document detailed business and functional requirements.
Translate stakeholder needs into structured technical documentation.
Develop and maintain:
Business Requirements Documents (BRD)
Functional Design Documents (FDD)
Technical Design Documents (TDD)
Technical Use Cases
User Stories
Business Cases
Requirements Traceability Matrix (RTM)
Test Cases
Training Manuals and User Guides
Construct workflow diagrams, flowcharts, and business process models.
Stakeholder Collaboration
Partner with business units, executives, project managers, architects, and development teams.
Effectively communicate technical concepts to non-technical audiences and business requirements to technical teams.
Ensure requirements are clearly defined, approved, and aligned with project objectives.
Process Improvement & Analysis
Analyze current-state systems and document business rules.
Identify opportunities for system and process improvements.
Define operational objectives through evaluation of business functions and outputs.
Quality Assurance Support
Create and manage test cases to support Quality Assurance efforts.
Validate that delivered solutions meet documented requirements.
